I have seen the various responses and have gotten a pretty good idea to this question. I would like to get either a bit more clarification or something I can go to employers with when this arises. My understanding is no further investigation needs to be completed, just either a polygraph or a signoff for access to SCI.
I believe it's more than just a matter of someone signing off, I think your investigation actually has to be adjudicated for SCI access. I am pretty sure that, even though you were granted a TS, it does not mean that you will automatically be granted an SCI.
My understanding is that SCI access is closer to a suitability issue rather than clearance, that is adjudicated in the same manner the your suitability was. Each agency can dictate what criteria will be important in evaluating that i. But the basis is based solely off a TS clearance you already have.
